The California Air Resource Board (CARB) has been instrumental in the past in bringing plug-in cars to the public.  In 1990, the Zero Emission Vehicle Program led to bringing more than 5000 all battery electric cars to the roads in California several other states.  In 2003 this same program as modified to dramatically reduce Automakers' responsibility to produce clean car technology or actual vehicles on the road.

California leads the Nation in moving forward clean car and clean air legislation.  The Nation is looking to California now.
